It was just several months ago that we read something interesting pertaining to Javier Solana and the E.U.  After reading this,a notation was made on a piece of paper on our computer desk which simply said "Javier Solana: Antichrist?"  Upon running this exact phrase on Google we found volumes of articles written about this man!!!  You would do well to do the same and see the results for yourself!!!  It would be in the very next week or so that we were sent an essay written by a strong man of Almighty God and The LORD Jesus Christ.  His name is Mr. John Reynolds.  It is with our beloved Brother's permission that we have this on our website for you to read. The seven-year tribulation and out-pouring of God's divine wrath upon this evil and ungodly world is at the door.  A seven-year peace agreement (covenant) is made with Israel (orchestrated by the antichrist) and after the first three and one-half years, he reveals to the world who he is.  He shall sit in the Temple and declare he is god and will demand worship.  All who will not worship him nor his image nor receive his mark in their foreheads or in their right hands (the number 666) will be killed.  They will be beheaded.  The Word of God goes into much detail of what this time of tribulation will entail (READ IT AND STUDY IT IN HIS WORD!!!)  The antichrist will gather all nations to destroy Israel at the battle of Armageddan............AND THEN COMES THE END WITH THE LORD JESUS RETURNING TO SET UP RULE IN THE ETERNAL CITY OF JERUSALEM.  After His one thousand year reign, hell will open it's mouth wide to receive the eternally damned at the judgement (along with satan himself) and God's true children saved by The LORD Jesus Christ will live with Him in Heaven for all of eternity.

First off, I would like to forewarn you that I am not a professional writer, nor would I ever claim to be. In fact, about 5 years ago I wasn’t much of a Christian either. To meet me you would think I was an unlikely candidate for Christ, but here I am, the unlikely candidate for Christ, the worst sinner I know, truly saved by His grace alone and writing to you about one of the signs of our Lord and Saviors rapidly approaching return. Praise the Lord!

It will be necessary for you, the reader, to know the relevance of these prophecies so you are able to truly understand the Divine significance behind the fulfillment of each and every one of them. Introduction:

What if I were to tell you that a 10 nation Revived Roman Empire has emerged with a sole leader, a Mr. Europe so-to-speak, that has complete and total emergency powers over all of Europe? What if I were to go a little further and tell you that this same man has negotiated a 7 year peace agreement between Israel, 14 Muslim nations and 25 European nations? Would you believe me? What if I were to tell you that these 7 years of peace and cooperation are set to begin on Jan 1st 2007? Would you believe me then? Many might say it’s impossible. Well, I am here to tell you that it is not impossible. In fact, that is exactly what has happened. It is amazing how many prophecies are being fulfilled today, and this one speaks specifically about the kingdom that will bring forth the antichrist. What is even more amazing is that a man named Daniel warned of this empire more than 2500 years ago. I could be wrong about these things, but I think once you read the facts, it is hard to deny that this is, in fact, the empire and leader we were warned about. It is also important to remember that God is in control here and it is His will that will be done…

Section 1: The Plan for the European Super State

European Union Part I:

Horn [ hawrn ]: noun ( plural horns)

Definition:

Projection on animal's head: either of two permanent pointed projections on the head of some animals such as cattle, sheep, and antelope, consisting of a sheath of hardened protein over bone.

· The afore-mentioned dictionary reference confirms that horns are located at the head of the much larger animal they are attached to. It also serves to dispel a possible rebuttal that the Revived Roman Empire must consist solely of ten nations. It is through this description that the ten horns of Daniel are concluded to be the nations located upon the head of the much larger body of the Revived Roman Empire.

The Western European Union (WEU): 10 Horns of Daniels Vision?

“After this I saw in the night visions, and behold a fourth beast, dreadful and terrible, and strong exceedingly; and it had great iron teeth: it devoured and brake in pieces, and stamped the residue with the feet of it: and it was diverse from all the beasts that were before it; and it had ten horns

The Western European Union ( hereon referred to as the WEU ) probably has some of you scratching your head and saying “huh”? That is exactly what I said when I heard of it for the first time. Well, I am here to tell you that it is here, it has been for some time now and should not be confused with the European Union (hereon referred to as the EU) in any way, shape or form. They are completely separate, yet closely interwoven entities. The EU and WEU nations were slated to merge together completely under the new EU Constitution until plans changed in 2000. Now contrary to common knowledge, Europe actually consists of 2 separate and very distinct groups of nations (The European Community/European Union (EC/EU) and the WEU) that have been organized through various treaties dating back to 1948, which, coincidentally, just happens to be the same year Israel was reborn.

It is quite amazing how we in America have so little knowledge about the governments and rapidly changing political structures of our friends on the other side of the pond. I am no exception. Had I not been recently in the employ of one of these nations, I would still know absolutely nothing about it. I am thankful to God to have learned about these developments because they are currently fulfilling one of the “biggies” when it comes to prophecy. It is also ‘the biggie” when you are talking about from where the Antichrist will emerge. It is because of Daniel’s warning of the emergence of a 10 nations/horned Revived Roman Empire that the WEU launched itself to the prophetical front lines with the accession of Greece in 1995 which officially made it a 10 nation military alliance.

Furthermore, these nations also represent virtually ALL of the military might of Europe. The EU nations have a good economy, but no significant military strength to really speak of. The WEU, on the other hand, is very strong militarily, but many of their economies are faltering. Without the WEU, the EU is defenseless against any serious aggressor. Without the EU, the WEU is just another military alliance. Bottom line is that they need each other! When speaking strategically about Europe you could say that the EU is the “economic arm”, but the WEU is the “hand that holds the hammer”. Partly Strong, Partly Weak, but we will get into that later…

WEU Background

The WEU, until recently, was a partially dormant European defense and security organization, established on the basis of the Treaty of Brussels of 1948. Initial signers of the Treaty of Brussels on March 14th 1948 were the United Kingdom , France, Belgium, Luxembourg and the Netherlands . This was a mutual intergovernmental self defense treaty which also promoted economic, cultural and social collaboration. Four years later i n May 1952, the treaty setting up a European Defense Community (EDC) in which Belgium, France, Italy, Luxembourg, the Netherlands and the Federal Republic of Germany were due to participate, was signed. However, in August 1954 the French National Assembly refused to ratify the Treaty and subsequently the concept of creating the EDC failed.

The failure of the EDC meant that an alternative way had to be found to integrate the Federal Republic of Germany into the western security system and successfully offset the overwhelming conventional military ascendancy of the Soviet Union in Europe by the formation of a multi-national European army . At a special conference convened in London in September 1954 and attended by the Brussels Treaty powers, the United States, Canada, the Federal Republic of Germany and Italy, it was decided to invite the latter two countries to join the Brussels Treaty. The conclusions of the conference were formalized by the Paris Agreements, signed on 23 October 1954, which amended the Brussels Treaty and subsequently created the Western European Union (WEU) as a new international organization. This incorporated the Federal Republic of Germany and Italy as full members of the WEU and brought the running total to 7 member nations.

They would later be joined by Portugal (March 27, 1990), Spain (March 27, 1990) and finally Greece (1995) which officially made it a 10 nation alliance. I want to highlight this once more. As of 1995, the WEU consists of exactly 10 full member nations. ( I also want to highlight the fact that these 10 nations were all part of the Ancient Roman Empire) . These ten are members of both NATO and the European Union. These are also the only nations in the WEU to that have full voting rights and full member status. There are observers and associate members but they have either limited or no voting rights at all in the WEU, nor does it appear that they will any time soon.

“Following a decision taken on 14 June 2001, the Secretary-General stated during the 1352nd meeting of the Council of Western European Union on 28 June 2001 that, with regard to the period from 1 January 2002, the Member States deemed it unnecessary, in present and foreseeable circumstances, to make any formal change to the statuses of non-full members”.

In other words, they will remain a 10 nation entity, at least into any kind of foreseeable future. Now you might be saying so what? Just because it is a ten nation group from Europe doesn’t necessarily make it THE final empire. Well, I have to say that you are absolutely right and I agree with you 100% and if this is all I had to tell you I would pack it up right now. But, there is much more and I think as you read on you will have a very difficult time believing that they are not the empire Daniel forewarned about.

European Union Part II

The European Community/European Union (EC)-

The EC was founded on March 25, 1957 with the signing of the Treaty of Rome under the name of European Economic Community . The signors of the historic agreement included Christian Pineau on behalf of France, Joseph Luns of the Netherlands, Paul Henri Spaak from Belgium, Joseph Bech from Luxemburg, Antonio Segni from Italy and Konrad Adenauer from the Federal Republic of Germany. The Treaties were ratified by National Parliaments over the following months and entered into force on 1st January 1958. The word 'Economic' was removed from its name upon the adoption of the Maastricht treaty in 1992 and it subsequently became known as the European Community(EC), which at the same time effectively made the European Community Pillar#1 of the three pillars of the European Union (EU), followed by Pillar#2: Common Foreign and Security Policy(CFSP) and Pillar #3 : Police and Judicial Co-operation in Criminal Matters(PJCC). These three pillars are structured as follows…

In 1992 the EU decided to create an Economic and Monetary Union (EMU), which would require the introduction of a single European currency managed by a European Central Bank. The single currency, known as the Euro, became a reality on 1 January 2002, when euro notes and coins replaced the national currencies in twelve of the 15 countries of the European Union (Belgium, Germany, Greece, Spain, France, Ireland, Italy, Luxembourg, the Netherlands, Austria, Portugal and Finland).

The EU has developed in progressive waves of accessions.

· 1973- Denmark, Ireland and the United Kingdom joined

· 1981- Greece

· 1986- Spain and Portugal and Austria,

· 1995- Finland and Sweden

· 2004- The European Union welcomed ten new countries: Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia.

· 2007- Bulgaria and Romania expect to join

· Croatia and Turkey initiated membership negotiations in 2005 but to date they have not joined.

To ensure that the enlarged EU can continue functioning efficiently; it needed a more streamlined system for making decisions. That is why the Treaty of Nice lays down new rules governing the size of the EU institutions and the way they work. It came into force on 1 February 2003. It will be replaced in 2006 by the new EU Constitution, if the constitution is ratified. It is interesting to note that in 2005 three of the 10 WEU nations voted down the constitution. France voted no, which truly startled everyone because it was one of the founders of the EU, the Netherlands and the United Kingdom also voted no. We will address these 3 kings later in this paper. At present we are awaiting another vote in June 2006. If this fails then t he collapse of the EU's constitution could indicate the potential collapse of the EU. Since Politics dislikes a vacuum, then there is only one logical candidate who could step in and pick up the pieces, and that would be the 10 nations of the WEU.

European Union Part III

European Union: The Divided Kingdom

Once again, let us examine what else Daniel had to say about this final empire…

“Just as you saw that the feet and toes were partly of baked clay and partly of iron, so this will be a divided kingdom; yet it will have some of the strength of iron in it , even as you saw iron mixed with clay. As the toes were partly iron and partly clay, so this kingdom will be partly strong and partly brittle”.

Daniel 2:41-42

In short, Daniel states that this empire would be both strong and weak. As I said in the beginning, without the WEU, the EU is defenseless against any serious aggressor. Without the EU, the WEU is just another military alliance. Bottom line is that they need each other. The EU/EC nations, while they may have strong economies, are very weak militarily speaking. The WEU has a strong military presence, they are also members of both the EU and NATO and without the EU nations they would simply be a military alliance. ß They are partly strong and partly weak just as foretold by Daniel.

Now prior to 9-11-2001 and the terrorist attack on the USA, the WEU was essentially planned to disappear and subsequently all the functions of the WEU were to be absorbed into the E.U. once the new constitution was ratified. Those plans changed in June 2000 when they realized the difficulty of incorporating WEU and EU functions together and subsequently the council passed Recommendation 665-sections iv-ix indicating that the WEU would no longer be absorbed into the EU, but would instead remain separate as the “Military Wing” of the EU. ß But the two shall not cleave together also foretold by Daniel . Since the USA invasion of Iraq, these plans seemed to have been hastened and Europe is rapidly developing its military capabilities in all aspects including nuclear.

Here is the mentioned text from Recommendation 665 : (emphasis mine)

iv. Noting with concern, however, that neither the Cologne nor the Helsinki European Councils gave a clear response to the matter of an appropriate form of participation for associate members in the new Common European Security and Defence Policy;

v. Recalling Decision 23 adopted at the special session of the Assembly in Lisbon;

vi. Noting with concern that the level of participation of the associate members in the ESDP may not match up to that currently offered them in WEU, given that the Helsinki European Council reaffirmed that such participation will be "without prejudice to the Union's decision-making autonomy";

vii. Noting with concern therefore that the associate members may be consulted only in the event of NATO assets being used or where their own national forces are involved in peace operations, while their current participation in WEU is analogous to that of the full members;

viii. Noting with concern that contrary to the spirit of Amsterdam, the European Council no longer plans to absorb WEU acquis in its entirety, including associate member participation, and envisages taking only WEU's operational aspects into the ESDP;

ix. Expressing its disquiet that, to the extent that all WEU structures are not to be taken into the European Union in the immediate future and that the associate members are not represented in the ESDP interim bodies, their ability to play a continuing part in European defence may be compromised.

Readers Note :

It is quite amazing to realize that the prophecy regarding this final empire began with Daniel interpreting a dream for Nebuchadnezzar, and now seems to be ending with the toppling of a man who truly believed he was the re-incarnation of Nebuchadnezzar, Saddam Hussein . It is well known that Iraqi President Saddam Hussein has connected himself with Nebuchadnezzar. It was more than $500 million he spent in the 1980s on the reconstruction and the re-establishment of ancient Babylon–the capitol of Nebuchadnezzar. Then there are the over 60 million bricks, fashioned to place in the walls of Babylon. Each one engraved with the inscription, "To King Nebuchadnezzar in the reign of Saddam Hussein".

So just to summarize what we have basically covered thus far; The WEU and the EU nations were supposed to merge with the WEU being absorbed into the EU and essentially disappearing as a separate entity. Yet on June 5th 2000 the 10 nations of the WEU decided that they needed to keep themselves separate from the EU as the “Military Wing” of the European Union and they would be responsible for the defense of Europe and would set out to offset Americas military might.

But who would lead them?

Section 2: Daniel’s Little Horn

Once again, let us go to the most reliable source, which is our Bible, and examine the prophecy given to Daniel regarding this final leader

“I considered the horns, and, behold, there came up among them another little horn , before whom there were three of the first horns plucked up by the roots: and, behold, in this horn were eyes like the eyes of man, and a mouth speaking great things”.

Daniel 7:8

I am not going to say that this man is, in fact, the antichrist, but when you take a look at the story that surrounds him, his rise to power from the ranks of the 10 nation Western European Union to become the sole leader of Europe with complete power and authority to convene the Council of Europe in the event of an emergency, it should make the radar of any Christian buzz with all kinds of activity. The thing that I find really notable is the fact that we have heard nothing about it here in the USA. There is a virtual media blackout on this man. I see Jacques Chirac and Silvio Burlusconi, Tony Blair and Prince Charles on the TV all of the time, yet not a word one regarding Solana. Why not? How is it that this man has flown under radar for so long and still continues to do so. Is it because they know that the Christian church will recognize the trend? That is a possibility. If he is, in fact, the coming antichrist then I can imagine that Satan is going to dedicate extra effort to keep this man concealed from us.

From a scientist in solid state physics to an obscure Spanish politician, and now the sole leader of a United Europe, Javier Solana has done very well for someone that was once on the “US subversives list”. His rise to power and the circumstances surrounding it should be setting off alarms across the globe when it comes to the fulfillment of prophecy.

1. Francisco Javier Solana Madariaga:

· B orn on July 14, 1942 in Madrid, Spain

· Currently the High Representative for the Common Foreign and Security Policy (CFSP) and the Secretary-General of both the Council of the European Union (EU) and the Western European Union (WEU).

· He was a physicist who became a political minister for 13 years before serving as Secretary General of NATO from 1995 to 1999. Dr. Solana was designated to become European Union Minister for Foreign Affairs in 2006, but is likely to continue in his present role while the future of the EU is decided.

2. Career as physicist

· Solana comes from a well-known Spanish family and is the grandson of Spanish League of Nations disarmament chief, diplomat, writer and European integrationist Salvador de Madariaga and Scottish scholar and economic historian Constance Archibald de Madariaga.

· His father was a chemistry professor, and his mother the writer Nieves Mathews.

· His older brother Luis was imprisoned for his political activities opposing the dictatorship of Francisco Franco.

· He studied in the El Pilar College , an exclusive Catholic secondary school , before going to Complutense University (UCM). There as a student in 1963 he was sanctioned by the authorities for having organized an opposition forum at the so-called called Week of University Renovation.

· In 1964 he clandestinely joined the Spanish Socialist Workers' Party (PSOE), which had been illegal under Franco since the end of the Spanish Civil War in 1939.

· In the same year he graduated and then spent a year furthering his studies at Spain's Higher Council for Scientific Research (CSIC) and in the United Kingdom.

· In 1965 he went to the United States of America, where he spent six years studying at various universities on a Fulbright Scholarship.

· He taught physics for a time at the University of Chicago and at La Jolla, California and joined in the protests against the Vietnam War.

· He received his doctorate in physics with a dissertation on super fluidity called Elementary Excitations in Helium 2 , in 1968 from the Graduate School of Arts & Sciences of the University of Virginia, where he taught and researched until 1971, extending his planned stay in the US by a year in order to continue his research as well as being President of the Association of foreign students.

· Returning to Spain he became a lecturer in solid-state physics at the Autonomous University of Madrid UAM, and then in 1975 he became a Professor at Complutense University.

· During these years he published more than 30 articles. For a time he worked as assistant to Nicolás Cabrera, whom he had met when Cabrera was Professor at the University of Virginia.

· The last PhD dissertations that he directed were in the early 1990.

3. Spanish politics

· On returning to Spain in 1971 Solana joined the Democratic Co-ordination of Madrid as the PSOE representative.

· In 1976, during PSOE's first national congress inside Spain since the civil war, he was elected Secretary of the party's Federal Executive Commission, and also Secretary for Information and Press, remaining in the post for five years.

· He was a close personal friend of the party's leader Felipe González, and is considered one of the PSOE leaders responsible for the transformation of the party in the post-Franco era.

· In 1976 he represented the PSOE at a Socialist international congress held in Suresnes, France, and again when it was held in Spain in 1977.

· On May 20, 1977 he accompanied González in visiting King Juan Carlos at the Zarzuela Palace.

· He became a representative of a teacher's union in the Complutense University, and in this role won a parliamentary seat for PSOE on June 15, 1977.

· On February 23, 1981 he was in the parliament when it was taken over for 18 hours in an attempted coup by armed gunmen led by Antonio Tejero.

· On October 28, 1982 PSOE won an historic victory with 202 out of 350 seats in the lower house.

· On December 3, along with the other members of González's first cabinet, Solana was sworn in as Minister for Culture, where he remained until moving to the Ministry of Education in 1988.

· On 5 July 1985 he was also made the Official Spokesman for the Government for three years. 

· He was made Minister for Foreign Affairs on July 22, 1992, the day before the opening of the II Ibero-American conference of heads of state in Madrid, replacing the terminally ill Francisco Fernández Ordóñez.

· On November 27–28 1995, while Spain held the Presidency of the Council of the EU, Solana convened and chaired the Barcelona Conference . A treaty was achieved between the twenty-seven nations in attendance with Solana gaining credit for what he called "a process to foster cultural and economic unity in the Mediterranean region".

· It was during these thirteen years as a cabinet minister that Solana's reputation as a discreet and diplomatic politician grew. By going to the foreign Ministry in the later years of González administration he avoided the political scandals of corruption, and of the dirty war allegedly being fought against ETA, that characterized its last years.

· Towards the end of 1995, Solana, the only surviving member of González's original cabinet was talked about in the press as a possible candidate to replace him and lead the PSOE in the following March elections. Instead, he made the leap to international politics.

· During and after his spell as NATO secretary general (see below) Solana continues to play an active role in PSOE and Spanish politics.

· In June 1997, at the XXXIV PSOE Congress, Solana left their Executive Commission and joined their Federal Committee, being re-elected in second place three years later.

· By supporting Colin Powell's February 5, 2003 speech to the UN Security council which claimed that Iraq had WMD's Solana contradicted the position of his party leader José Luis Rodríguez Zapatero, who opposed the PP government of José María Aznar's support for the invasion of Iraq.

· Solana is seen, along with González, as representing the older wing of the party. On February 15, 2005 he criticized the Plan Ibarretxe for its position on Basque Country independence, saying that its call for separate Basque representation within the EU had no place within the proposed EU constitution.

· On December 5, 1995, Solana became the new Secretary-General of NATO , replacing Willy Claes who had been forced to resign in a corruption scandal. His appointment created controversy as he had been an opponent of NATO in his past. He had written a pamphlet called 50 Reasons to say no to NATO , and had been on a US subversives list.

· On May 30, 1982 Spain joined NATO. When PSOE came to power later that year the party and Solana changed their previous anti-NATO attitude into an Atlanticist, pro-NATO, pro-USA stance.

· On March 12, 1986 Spain held a referendum on whether to remain in NATO, with the government and Solana successfully campaigning in favor. When criticized about his anti NATO past Solana argued that he was happy to be its representative as it had become disassociated from its cold war origins.

· Solana immediately had to take command of the Balkans NATO mission Operation Joint Endeavour that consisted of a multinational peacekeeping Implementation Force (IFOR) of 60,000 soldiers which took over from a United Nations mission on December 20. This came about through the Dayton agreement, after NATO had bombed selected targets in Bosnia and Herzegovina the previous August and September. He did this by deploying the Allied Rapid Reaction Corps (ARRC). In December 1996 the ARRC was again activated, with IFOR being replaced by a 32,000 strong Stabilization Force (SFOR) under first Joint Guard and then (in June 1998) under Joint Forge .

· Under Solana's guidance, and in response to a new post cold war era, NATO reorganized its political and military structure and changed its basic strategies. He gained the reputation of being a very successful, diplomatic Secretary General who was capable of negotiating between the differing needs both of the members of NATO and those with whom they were negotiating.

· In December 1995 France returned to the military structure of NATO, while in November 1996 Spain joined it.

· On May 27, 1997, after 5 months of long and complex negotiations with Russian foreign minister Yevgeny Primakov, an agreement was reached resulting in the Paris Foundation Act. This was considered a considerable diplomatic achievement as it formally ended hostilities between Russia and the NATO axis. On the same day he set up the Euro-Atlantic Partnership Council to improve relations between European NATO and non-NATO countries.

· In July in Madrid the former Eastern bloc nations of Czech Republic, Hungary and Poland were invited to begin talks to enter NATO, which they did on March 12, 1999.

4. Kosovo war

· Keeping the peace in the former Yugoslavia continued to be both difficult and controversial. IFOR and SFOR had received a lot of criticism for their inability to capture the Serbian and Bosnian leaders Radovan Karadžić and Ratko Mladić.

· In late 1998 the conflict in the Serbian province of Kosovo between the Serbian authorities and the Kosovo Liberation Army (KLA) deteriorated, culminating in the Racak incident, a massacre of 45 Albanians on January 15, 1999. NATO decided that the conflict could only be settled by introducing a proper military peacekeeping force under their auspices, to forcibly restrain the two sides. On January 30, 1999 NATO announced that it was prepared to launch air strikes against Yugoslav targets, which was seen as a threat to both sides in the conflict.

· On February 6 Solana met both sides for negotiations at the Château de Rambouillet, but they were unsuccessful.

· On March 24, Solana launched air attacks on military and civilian targets in both Serbia and Kosovo province. These attacks were made without the authorization of the United Nations (UN) Security Council because of the opposition of Russia. Solana justified the attacks on humanitarian grounds, and on the responsibility of NATO to keep peace in the European region. He said he wanted to avoid the ethnic cleansing seen in Bosnia. Solana and NATO were criticized for the civilian casualties their bombings caused.

· On April 23 and 24, the North Atlantic Council met in Washington D.C. where the Heads of State of the member nations agreed to the New Strategic Concept , which changed and amplified the basic defensive nature of the organization. This allowed for humanitarian intervention in a greater range of crisis situations than before, also allowing NATO to prevent and control the development of crises. NATO was given greater military control.

· On June 10, Serbia withdrew from Kosovo, and Solana stopped the attacks, which ended the Kosovo War. The same day UN Security Council Resolution 1244 authorized NATO to activate the ARRc with the Kosovo Force (KFOR) launching Joint Guardian and occupy the province on June 12.

· Solana left NATO on 6 October, two months ahead of schedule, and was replaced by George Robertson.

Note: Not everyone agrees that the Kosovo war was the right thing to do and there is an open letter I came across from a man who was in Yugoslavia when they began the bombing begging Solana to stop bombing them. 5. EU foreign policy chief

· On June 3–4 1999 Solana was appointed by the Cologne European Council as CFSP, which had been established as the second of the three pillars of the EU in the Maastricht Treaty . It has a budget of €40 million, most of which goes to Balkan operations.

· He also became Secretary-General of the Council of the EU, presiding over their Political and Security Committee (PSC) and giving continuity between the rotating presidents.

· He helps both construct and actualize the decisions of the Council. He is also empowered to negotiate on the EU's behalf with other countries, always with the permission of the current president. These posts began on October 18.

· A major element of the CFSP is the European Security and Defense Policy (ESDP) and initiated by the Amsterdam Treaty. At the Cologne and Helsinki (December, 1999) European Council meetings it was agreed to set up a 60,000 strong European Rapid Reaction Force in order to fulfill the Petersburg tasks.

· On November 20 he also became Secretary-General of the WEU, a partially dormant European defense and security organization.

· He thus oversees the ongoing transfer of functions from the WEU to the EU, with this latter appointment being a part of the partial merger of the WEU into the CFSP, though some have claimed that the WEU is now more active under Solana's leadership . Both the European Union Institute for Security Studies (EUISS) and the European Union Satellite Centre (EUSC) are organizations that were under the WEU but are now under the CFSP.

· The Clinton administration claimed in May 2000 that Solana was the fulfillment of Henry Kissinger's desire to have a phone number to talk to Europe .

· In December 2003 Solana released the European Security Strategy which sets out the main priorities and identifying the main threats to the security of the EU, including terrorism.

· On March 25, 2004 Solana appointed Gijs de Vries as the anti-terrorist co-coordinator for the CFSP, and outlined his duties as being to streamline, organize and co-ordinate the EU and its members fight against terrorism.

· Solana's posts were extended on June 29, 2004 when he was also designated the EU's first Minister for Foreign Affairs, a job combining the head of the CFSP with the European Commissioner for Foreign Relations (in May 2000 Chris Patten, then Commissioner for Foreign Relations claimed that Solana was encroaching on his activities) and Vice President of the Council of the EU in 2006 (if the new EU constitution is ratified). ß Note: This was trumped by the creation of the High Representative for the CFSP under recommendation 666

· On July 12, 2004 he was named head of a new European Defense Agency that provides political guidance to ensure greater efficiency in EU members military spending.

· Solana has received both criticism and praise for the extent of the new powers outlined in the new Constitution. He has said that even under the new constitution the minister can only act when there is unanimity amongst member states.

· On April 18, 2005 he told French students while electioneering for the May 29 referendum held there over ratifying the constitution that there is hostility towards the EU constitution from some American neoconservatives because they believe it represents a new rise in Europe's power.

· On May 4 he said the constitution would not undermine NATO. He has emphasized the ratification's importance to the security of all EU members. Ratification depends upon the complete assent of all constituent countries.

· On May 29, 2005, the French voters clearly rejected ratification. Javier Solana has said that despite this the EU would remain an actor on the world stage and would forge ahead with plans for a new diplomatic service.

· He has negotiated numerous Treaties of Association between the European Union and various Middle Eastern and Latin American countries, including Bolivia and Colombia. Solana played a pivotal role in unifying the remainder of the former Yugoslavian federation. He proposed that Montenegro formed a union with Serbia instead of having full independence, stating that this was done to avoid a domino effect from Kosovo and Vojvodina independence demands. Local media sarcastically named the new country "Solania".

· On January 21, 2002 Solana said that the detainees at Guantanamo Bay should be treated as prisoners of war under the Geneva Convention. The EU has stated that it hopes to avoid another war like the Iraqi invasion through this and future negotiations, and Solana has said the most difficult moments of his job were when the United Kingdom and France, the two permanent EU Security Council members, were in disagreement.

· The so-called Vilnius letter, a declaration of support by eastern European countries for the United States' aim of régime change in Iraq, and the letter of the eight, a similar letter from predominantly western European countries, are generally seen as a low-water mark of the CFSP.

· Solana has played an important role working towards a resolution to the Israeli-Palestinian conflict, and continues to be a primary architect of the "Road Map for Peace ," along with the UN, Russia, and the United States in the Quartet on the Middle East.

· On July 22, 2004 he met Ariel Sharon in Israel. Sharon had originally refused to meet Solana, but eventually accepted that, whether he liked it or not, the EU was involved in the Road Map. He criticized Israel for obstructing the Palestinian presidential election of January 9, 2005, but then met Sharon again on January 13.

· In November 2004 he assisted the United Kingdom, France, and Germany in negotiating a nuclear material enrichment freeze with Iran.

· In the same month he was involved in mediating between the two presidential candidates in the post-election developments in Ukraine, and on 21 January 2005 he invited Ukraine's new President Viktor Yushchenko to discuss future EU membership.

Other

· Solana is married to Concepción Giménez, and they have two adult children, Diego and Vega, but he lives alone in Brussels , where his apartment has a reputation of being a focal point for Spanish politicians in or visiting this capital. He speaks fluent French, as well as English and Spanish. He has admitted that his family life has suffered as a result of his work.

· He describes himself as an Atlanticist and a European. He has been said to eat little and sleep less , surviving on a diet of fish and fruit. He is a gun collector. He enjoys doing a little sport every day, and particularly swimming, cycling and running.

· General Wesley Clark once asked Solana the secret of his diplomatic success. He answered: " Make no enemies, and never ask a question to which you do not know or like the answer ." He has been described as a " squarer of circles ".

· U.S. ambassador to NATO Alexander Vershbow said of him: "He is an extraordinary consensus-builder who works behind the scenes with leaders on both sides of the Atlantic to ensure that NATO is united when it counts." He is a frequent speaker at the prestigious U.S. based Council on Foreign Relations (CFR). He is likewise active in the Foreign Policy Association (FPA) as well as the New York City based East West Institute.

· He is a Knight of the Order of St Michael and St George, a member of the Spanish section of the Club of Rome.

· He has received the Grand Cross of Isabel the Catholic in Spain and the Manfred Wörner Medal from the German Defence Ministry.

· He has been President of the Madariaga European Foundation since 1998.

· He received the Vision for Europe Award in 2003.

· Also in 2003, he received the 'Statesman of the Year Award' from the East West Institute [1], a transatlantic think tank that organizes an annual Security Conference in Brussels [2]

Javier Solana, the WEU and the EU

Javier Solana’s rise in European politics is nothing short of remarkable. It seems that nations are beating down his door to lead them. From his introduction to NATO in the mid 90’s to his new title as interim “Union Foreign Minister”, it seems that virtually nobody can say no to him. This man changes and gains new title so quickly it is difficult for one to keep up with it.

Solana's term at NATO ended a few months early in 1999 when he left for his new position in Europe. The EU leaders had new offices waiting for him and Solana would become the EU's first High Representative of Common Foreign and Security Policy of the EU, a position created by the Council of Vienna in December 1998 and implemented by Council Recommendation 666 of the EU archived documents (pay attention to line 12) .

Then, in an effort to keep the WEU defense identity alive, Solana was also made the Secretary General of the Western European Union. In other words, Solana was given the highest position in the 10 WEU nations as well as his post over the EU nations. Solana's resume was further extended on June 29, 2004 when he was also designated the EU's first Union Minister for Foreign Affairs, a job combining the head of the CFSP with the European Commissioner for Foreign Relations and then Vice President of the Council of the EU in 2006 (if the new EU constitution is ratified). ß Note: This “pending ratification) was trumped by recommendation 666 and he has been given these powers in the interim

The title of Union Minister for Foreign Affairs is very significant, and I will let you read it in Solana’s own words. On July 1, speaking before a group of Asian nations, Solana said he was the one who was going to be in charge of the EU's foreign and security affairs -- not the EU Commission or the EU Presidency.

The below is excerpts from his speech. I have included this because it is a must read.

At the EU-ASEAN Post Ministerial Conference

Jakarta , 1st July 2004

“It is a pleasure to lead once again the EU delegation to the EU-ASEAN (Association of Southeast Asian Nations) Post Ministerial Conference. Since our last meeting a year ago, there have been three key developments towards a more effective European Union Common Foreign and Security Policy which will be of interest to our ASEAN partners.

The first is of course the enlargement of the European Union on 1 May this year. It is now my privilege to co-ordinate and represent the collective interests, objectives and efforts of twenty five European countries. The European Union is now more diverse, but also more vibrant and united than it has ever been before.

The second is the agreement by EU leaders at their summit two weeks ago to a new Constitution. Once ratified, this Constitution will introduce a number of important changes in the area of foreign policy, including the creation of a Foreign Minister to replace the rotating Presidency system. ß NOTE: This position was already given to Solana on June 29th 2004 “in the interim” through the adoption of Recommendation 666. This should help to ensure greater continuity in our dealings with our key international partners, including ASEAN.

Finally, in December 2003, EU Member States endorsed my proposal for a European Security Strategy . For the first time, EU Member States have agreed on the key security threats which face us, and have given clear direction on the measures which are needed to combat them.”

Now you can see, in his own words that Javier Solana fully intends to replace the entire EU presidency with a sole leader with nothing short of complete and total dictatorial authority. That sole leader, ladies and gentlemen, is none other than Javier Solana and it was all made a reality by the adoption and implementation of Council Recommendation 666.

Once in power, Solana’s office then opted to remove from public view all EU documents that the Council thought should be kept secret. This move was interpreted by some to be a military coup. Looking back, it's obvious to me that may be quite accurate -- a 10-nation takeover of the EU, and it was done simply by adopting and implementing Recommendation 666 into the EU constitution. Regardless of the EU vote, Javier Solana has emerged as the High Representative for the Common Foreign and Security Policy and Secretary-General of the Council of the EU, as well as the position of Secretary General of the WEU. He has also the head of the European Defense Agency and most importantly, the Union Minister of Foreign Affairs. One could easily argue that Javier Solana has single handedly replaced the EU presidency and has total control of Europe. Javier Solana is, dare I say, Mr. Europe.

But that is not the end of the story. There is still one more piece of the puzzle missing in order for Javier Solana and the WEU to potentially be the fulfillment of Daniels prophecy. Here it is…

Seven Years of Peace in Israel

Let us once again consult our bibles and see what Daniel had to say regarding this “covenant with many “

“ And he shall CONFIRM THE COVENANT with many for one week: and in the midst of the week he shall cause the sacrifice and the oblation to cease, and for the overspreading of abominations he shall make it desolate, even until the consummation, and that determined shall be poured upon the desolate”.

I think that many of you are beginning to get the picture, but this is the “punch line” so-to-speak. You see, the EU constitution, combined with the EU Neighborhood Policy (ENP) and the seven-year European Neighborhood Policy and Instrument (ENPI), may set the stage perfectly for the events of the seventieth week Daniel warned us about. Unlike the USA, whose military is the primary weapon in the war against terror, the EU's primary weapon is economic. Solana's European Neighborhood Policy (ENP) is the EU's way of exercising its influence and is part of Solana's new security doctrine. It is primarily aimed at Russia, Ukraine and the Mediterranean. The ENP is a huge package containing different types of deals for each participating nation. It also includes tailored action plans for each country and a monitoring program. And, these many deals and plans have different terms.
Here's where the seven-year element comes in to play. The EU has a seven-year fiscal budget cycle; better known as the” F inancial Perspective ”. Solana has been tasked with drawing up a new funding instrument for his ENP that will be implemented when the EU's new 7 year fiscal cycle begins on January 1, 2007. This new instrument, called the European Neighborhood and Partnership Instrument (ENPI), its goal is to finance Solana's foreign policy objectives. Starting on January 1, 2007, the ENPI will begin funding all the action plans and deals for all these many nations . The long-term plans will be up to seven years. [See Proposed EU/Israel Action Plan Here] Short and mid term plans last for 3-5 years. Again, there will be monitoring and reporting mid-point, or 3 ½ years into the 7 years. While the individual contracts may vary, its duration does not. It is a covenant with many, and it’s for seven years.

The ENP will basically have the EU take the Middle East and Northern Africa under its wing financially (trade, money, etc). It will go into full effect January 1, 2007, which also happens to be the beginning of the EU's next 7 year financial period. Once the ENP is in place, the EU will literally look just like the Roman Empire at its prime. If all of this isn't enough, there was a recent speech by Margot Wallstrom , VP of the EU, which stated that the ENP would confirm the Barcelona Process that was convened by Javier Solana back in 1995. There is, however, one more specific detail about the ENP that makes it even more prophetic and that's the fact that Israel was the very first country to sign onto the ENP.

Furthermore, the extended powers provided Solana by the constitution of Rome sets a Headline Goal of 2010 for all Solana's civilian and military peace-keeping/peace-making capabilities to be deployable which also coincides with the fact that the ENP is up for review shortly thereafter in 2011. If it is up for review “midpoint”, then that suggests that it can be revoked or dissolved. Doesn’t it? “He shall form a covenant with many for one week, but he shall break that covenant midpoint or 3 ½ years into the 7 years”. I truly hope all that read this realize the significance of these developments? Now, it is possible that this may not be “the final kingdom” and Javier Solana may not be the antichrist that was prophesied, but when you look at how many prophecies they have fulfilled, can you even imagine that they are not the prophesied empire? I sure can’t! One more thing that I wish to point out is that Javier Solana is VERY Close friends (see here) with Chinese President HU and when you look at the following verse out of the bible, it really makes you wonder just how close they really are.

The beast I saw resembled a leopard, but had feet like those of a bear and a mouth like that of a lion. The dragon gave the beast his power and his throne and great authority .

Let us take a look at what the Bible says about the resume of this final world leader

Qualifications of the Antichrist:

How does Solana stack up against Biblical prophecy?

1. He comes from among the 10 kings of a 10 nation Revived Roman Empire;

[Daniel 7:24; Rev 13:2 / Daniel 7:7]

· Javier Solana comes from Spain and has emerged as the head of the Western European Union (WEU) which consists of 10 member nations

2. He will subdue 3 of these 10 kings [Daniel 7:8, 24] 

· This may have happened already. In 2005, the ten member nations of the WEU voted to ratify the new EU constitution. Surprisingly, 3 of the 10 nations (France (who was a founder of the concept of the EU), Netherlands and the UK) voted against unification. Javier Solana was set to become the High Representative of the Council of Foreign and Security Policy upon ratification. However, due to the EU adoption of Recommendation 666, he was given this powerful position in the interim. Technically, he received his authority without these 3 kings…

3. He is different from the other kings [Daniel 7:24] 

· Javier Solana is much more than the leader of 1 of the 10 nations of the WEU. He is above all of them as well as the head of the nations of the European union which makes him much different than the rest 

4. He will rise from obscurity…a “little horn” [Daniel 7:8] 

· What is truly amazing about this man is that nobody knows about him. Here in the USA there is a virtual media blackout on him. That truly is incredible considering the fact that he has taken the reigns of the entire European Super State 

5. He will speak boastfully [Daniel 7:8; Rev 13:5] 

· Javier Solana, after Ariel Sharon had requested that the EU stay out of Israel’s affairs regarding the roadmap for peace, stated the following on a public announcement directed at Israel. “Mr. Sharon, Whether you like it or not, The EU is a part of this peace process”. 

6. He will blaspheme God, [Daniel 7:25; 11:36; Rev 13:5 ] 

7. He will oppress the saints and be successful for 3 ½ years [Daniel 7:25; Rev 13:7] 

8. He will try to change the calendar, perhaps to define a new era, related to him [Daniel 7:25] -This is a possibility…

· I am not sure if this is something Javier will finish or not, but there is a movement right now to remove BC (Before Christ) and AD (Anno Domani) from the calendar and subsequently change the language to indicate B.C.E. (Before Common Era) and C.E. (Common Era). In fact, you will run into it on many documents and reports now. 

9. He will try to change the laws, perhaps to gain an advantage for his new kingdom and era. [Dan 7:25] 

· He has already done this in regards to his proposal and subsequent acceptance by both the WEU and the EU of Recommendation 666 which created his supreme position over both portions of Europe 

10. He will not be succeeded by another earthly ruler, but by Christ [Daniel 7:26-27] 

11. He will confirm a covenant with “many”, including the Jewish people for one week (7 Years) [Daniel 9:27] 

· This is rapidly approaching. Javier Solana single handedly brought forth the Barcelona Process, which was an economic cooperative peace agreement. The process lost steam but was revived when the European Neighborhood Partnership was drafted which not only revived, but it also confirmed the goals of the Barcelona Process. Javier believes in using economy as a weapon to obtain peace instead of military action. The ENPI is set to begin Jan 1st 2007 and it involves Israel (who was the first signor), 25 EU nations and 14 Muslim nations. It is a free trade and cooperation peace agreement. It is also a covenant with many and it is for 7 years (2007-2013) according to the EU’s 7-year budgetary cycle (financial perspective).

12. He will put an end to Jewish sacrifice and offerings after 3 ½ years and will set up an abomination to God in the Temple [Daniel 9:27, Matthew 24:15] 

13. He will not answer to a higher earthly authority; “He will do as he pleases”[Daniel 11:36] 

14. He will show no regard for the religion of his ancestors [Daniel 11:37] 

· As far as I have seen so far, I have not spotted one indication that this man has any faith in anything thus far. I know he has early ties to the Catholic Church, but I do not feel that he is, in fact, a catholic. 

15. He will not believe in any god at all [except for himself] [Daniel 11:37] 

16. He will have "no regard for the desire of women": [Dan 11:37] 

· It is quite possible that exists now. Although Solana is married to a woman named Concepción Giménez, and they have two adult children, Diego and Vega, he lives alone in Brussels .

17. He will claim to be greater than any god [Daniel 11:37; 2 Thess 2:4] 

18. He will claim to be God [2 Thessalonians 2:4]

19. His arrival on the world scene will be accompanied by miracles, signs and wonders[2 Thess 2:9] 

· This is a possibility as well. I know many of you have seen the statues of Mary or Christ on the crucifix crying tears of blood. They just recently had a statue of Mary that was supposedly moving its arms over in Italy. The list is endless 

20. He will deny that Jesus is the Messiah [I John 2:22] 

21. He will be worshipped by many people [Rev. 13:8] 

22. He will receive a fatal wound to the head and appear to be healed [Rev. 13:3; 17:8] 

23. His name will be related to the number six hundred and sixty six— [Rev 13:17-18].

· Javier Solana seems to be surrounded by the number 666.

i. For example, he was brought to power over the WEU by the adoption of Recommendation 666.

ii. He was then brought to power over the EU nations by the adoption of this same Recommendation 666, slightly modified, into the EU constitution. This gave him interim authority for an unspecified duration until the constitution was ratified.

· Javier Solana’s name in alphanumerics adds up to 666

24. He will be empowered/indwelt by the devil himself [Rev. 13:2]

25. Javier means Savior – Solana means Sun

I have highlighted 24 of the biblical references to the prophecies regarding the identity of the antichrist. Javier fits many others, but I think you get the point. This is definitely a man to keep an eye on . Out of those 24, Javier Solana has fulfilled, or is potentially fulfilling 14 of them. That in itself is truly amazing because the other ten that remain cannot be fulfilled until the start of the 7-year tribulation. So when it comes to identifying the antichrist from the prophecies in the bible, it would seem that Solana is almost a shoe in for the position. If Solana is not the coming antichrist, then I think you will agree that he is paving a super highway for whoever is. However, if he is, we could quite possibly witness the start of the tribulation as early as Jan 1st 2007. However, God is in control and it is his will that will be done. I just pray that he finds all of us out in the fields when he returns. See, I have told you in advance…
